Michael Silver
Michael Silver has served as in-house counsel for over 30 years, most recently as General Counsel, Chief Compliance Officer and Corporate Secretary at VAALCO Energy, Inc., a dual-listed (NYSE-LSE) oil and gas company with operations and production in West Africa.
Between 2018-2022, Michael worked closely with the Board and other members of the executive team to execute VAALCO’s growth strategy that increased production, reserves and market capitalization by over 400%. In 2022, Michael managed all legal aspects of VAALCO’s merger with TransGlobe Energy Corporation, a company listed on the NASDEQ, Toronto and AIM stock exchanges, for which he received the individual “Market Maker Award” from the International Financial Law Review.
From 2009-2018, Michael served as Senior Counsel at BHP Billiton’s petroleum affiliate where he supported new country entries and negotiated production sharing contracts in Barbados, Brazil, Canada, Mexico and Trinidad and Tobago. He also managed litigation and disputes including a matter against a State-owned company resulting in a significant recovery.
From 2007-2009, Michael served as Senior Counsel for Constellation Energy working with commercial teams on oil and gas acquisitions and LNG marketing. Michael started his career at Exxon Corporation and held positions of increasing responsibility at Exploration and Pipeline affiliates and the Headquarters Law Department.
Michael worked on the EXXON VALDEZ oil spill litigation including claims against the company’s insurers which resulted in recovery of $780 million for which he was recognized as a member of the litigation team named Commercial Prosecutor of the Year by the International Commercial Litigation Journal.
Over his career, Michael has worked on oil and gas matters in over 25 countries. He has also implemented a variety of compliance programs, including anti-bribery, competition, human rights and Environment, Social and Governance (ESG), and is a regular speaker at the Association of International Energy Negotiators program on International Oil and Gas Law, Contracts and Negotiations.
Michael received a J.D. and M.B.A. from Duke University and a bachelor’s degree in International Affairs from Lafayette College. He has been a member of the Texas Bar since 1991.
